No system functions without responsibility.

Authority without responsibility creates imbalance.

Responsibility without authority creates inefficiency.

Effective governance requires both—clearly defined and properly aligned.

## THE PROBLEM

Where responsibility is unclear:

- duties are avoided  

- performance is inconsistent  

- accountability becomes difficult

This results in:

- delayed execution  

- incomplete outcomes  

- weakened systems

When no one is clearly responsible:

> nothing is effectively delivered

## THE PRINCIPLE

Responsibility must be:

> defined, assigned, and measurable

Each role within governance must carry:

## THE REQUIREMENT

Nigeria must establish responsibility as a structured system:

Every position must have:

- defined responsibilities

### 2. ALIGNMENT OF AUTHORITY AND RESPONSIBILITY

Each responsibility must be supported by:

- decision-making capacity  

- operational control

Without authority, responsibility cannot be fulfilled.

Responsibilities must be linked to:

- clear performance indicators  

- defined timelines  

- measurable results
