## INTRODUCTION

To the Federal Republic of Nigeria,  

And to the President and Commander-in-Chief of the Armed Forces of the Federal Republic of Nigeria,

Effective systems require clear boundaries.

Where roles overlap, responsibility weakens.

Where responsibility weakens, systems fail.

## THE PROBLEM

Institutional overlap occurs when:

- multiple entities perform the same function  

- responsibilities are not clearly defined  

- authority is not properly structured

This results in:

- duplication of effort  

- conflict of authority  

- inefficiency in execution

When no single entity is fully responsible:

## THE PRINCIPLE

Each function must have:

Nigeria must eliminate institutional overlap through structured definition:

Responsibilities must not:

Every function must have:
