## INTRODUCTION

To the Federal Republic of Nigeria,  

And to the President and Commander-in-Chief of the Armed Forces of the Federal Republic of Nigeria,

Accountability is not an event.

It is a system.

Where accountability is treated as occasional or selective, governance weakens.

Where accountability is structured and continuous, governance strengthens.

## THE PROBLEM

In many systems, accountability is:

- irregular  

- reactive  

- personality-driven  

---

This results in:

- unclear responsibility  

- limited consequences  

- declining institutional trust  

---

Without a defined system of accountability:

> authority becomes ineffective

---

## THE PRINCIPLE

Accountability must be structured.

---

It must operate through:

- defined responsibilities  

- measurable expectations  

- continuous evaluation  

---

Because:

> What is not measured cannot be enforced

---

## THE REQUIREMENT

Nigeria must establish accountability as a functioning system:

### 1. CLEAR ASSIGNMENT OF RESPONSIBILITY

Every role must have:

- defined duties  

- defined outcomes  

- identifiable ownership

### 2. MEASURABLE PERFORMANCE INDICATORS

All responsibilities must be:

- tracked  

- evaluated  

- reported  

---

Performance must not be assumed.

It must be measured.

---

### 3. CONSISTENT ENFORCEMENT

Accountability must be:

- uniform  

- predictable  

- non-selective  

---

Selective accountability weakens systems.

---

### 4. CORRECTIVE MECHANISMS

Where performance fails:

- correction must occur  

- adjustment must follow  

- improvement must be required

Without correction:

- failure repeats  

- systems decline  

---

## THE SHIFT

From:

- occasional accountability  

To:

- continuous accountability systems

- reaction after failure

- monitoring before failure

## THE RESULT

When accountability becomes systemic:
