To the Federal Republic of Nigeria,  

And to the President and Commander-in-Chief of the Armed Forces of the Federal Republic of Nigeria,

Effective governance requires both legitimacy and competence.

Legitimacy is derived from representation.

Competence is derived from capability.

A system that lacks either will remain incomplete.

## THE PROBLEM

Governance systems often rely disproportionately on:

- election without sufficient technical capacity  

- appointment without clear accountability  

---

This imbalance produces:

- inefficiency in execution  

- gaps in expertise  

- weakened institutional performance  

---

Where roles are unclear or misaligned:

> outcomes become inconsistent

## THE PRINCIPLE

Governance must operate through a defined balance:

> The Elected and the Selected

### The Elected

Provide:

- public mandate  

- representation  

- direction  

---

### The Selected

Provide:

- expertise  

- execution  

- system stability

Neither replaces the other.

Both are necessary.

Nigeria must establish a structured integration of both roles:

- Selected professionals execute and manage systems

Selection must be based on:

- measurable capability

### 3. ACCOUNTABILITY FRAMEWORK

Both elected and selected roles must be:

- clearly accountable  

- subject to performance evaluation  

- aligned with national objectives
