WHAT IS DOMINION?
Dominion is the state or condition of possessing and exercising authority, control, jurisdiction, or governing power over a defined sphere, territory, institution, activity, or interest.
In formal terms, Dominion denotes an established position of authority from which a person, institution, or sovereign entity is entitled and equipped to direct, administer, manage, protect, develop, and exercise control within its recognised domain.
Dominion therefore encompasses more than power alone. It combines:
Authority — the recognised right to direct.
Control — the capacity to determine and regulate outcomes.
Jurisdiction — the defined sphere within which authority operates.
Possession — the holding of an interest or domain.
Responsibility — the duty accompanying authority.
Administration — the organised exercise of power.
Development — the advancement and strengthening of the domain.
DOMINION AND DOMINATION
Dominion concerns the established state of authority and control.
Domination concerns the exercise and continued application of that authority and control.
Accordingly:
Dominion establishes the position; Domination expresses the exercise of the position.
The concept of Dominion may therefore be understood through three fundamental questions:
What is possessed?
What authority exists?
Over what defined domain is that authority exercised?
The greater the recognised authority, the broader the jurisdiction, and the greater the capacity to administer the domain responsibly, the more substantial the Dominion.
THE DOMINION PRINCIPLE
Dominion is ultimately concerned with position, authority, responsibility, jurisdiction, capacity and effective administration.
It is not merely the possession of power.
It is organised power within a defined domain, accompanied by the responsibility to exercise that power effectively and lawfully.
DOMINION IS AUTHORITY WITHIN A DOMAIN.
DOMINATION IS THE CONTINUOUS EXERCISE OF THAT AUTHORITY.
THE DOMAIN IS THE SPHERE.
THE DOMINION IS THE AUTHORITY.
THE DOMINATOR IS THE HOLDER AND EXERCISER OF THAT AUTHORITY.
