Distinguished Chiefs of Defence,

Commanders of the Armed Forces,

Leaders of our Law Enforcement Agencies,

Officers, Men, and Women in Service of the Nation—

Today, I stand before you not merely as President,

But as the Chief Servant of the State

and the Custodian of National Order.

---

You are not ordinary institutions.

You are:

> the shield of the nation,

the structure of its stability,

and the force that sustains its sovereignty

---

---

## I. THE FIRST DUTY — GUARD THE STATE

The State is not an abstraction.

It is:

- our laws

- our institutions

- our sovereignty

- our collective order

---

To guard the State is to:

- protect its territorial integrity

- defend its constitutional authority

- secure its systems against disruption

---

Let this be clear:

> Where the State is weak, disorder rises

Where the State is strong, stability prevails

---

You are entrusted with ensuring that:

> the State remains unbroken, unshaken, and uncompromised

---

## II. THE SECOND DUTY — GUIDE THE ESTATE

The Estate is the life within the State:

- the people

- the communities

- the economy

- the daily functioning of society

To guide the Estate is not to dominate the people.

It is to:

- protect them

- stabilize their environment

- ensure lawful order in daily life

Because:

> security is not only about defense—

it is about enabling citizens to live, work, and progress

## III. DISCIPLINE — THE CORE OF YOUR POWER

Your strength is not in weapons alone.

It is in:

> discipline

> undisciplined force destroys what it is meant to protect

The Armed Forces and Law Enforcement Agencies must not operate in isolation.
