To the Federal Republic of Nigeria,  

And to the President and Commander-in-Chief of the Armed Forces of the Federal Republic of Nigeria,

Cities are centers of national activity.

Their effectiveness depends on order.

Urban development is not defined by expansion.

It is defined by:

> organization, structure, and controlled functionality

A city without order becomes inefficient.

A city with order becomes productive.

## THE PROBLEM

Where urban systems lack order:

- development is uncoordinated  

- infrastructure is misaligned
