Infrastructure is not a collection of projects.

It is a system.

> connected, functional, and sustained infrastructure systems

Where infrastructure is treated as separate projects:

- systems remain disconnected  

- efficiency is reduced  

- long-term value is limited

Project-based infrastructure produces:

## THE PRINCIPLE

Infrastructure must be:

Nigeria must establish infrastructure as a coordinated national system:

- link transportation, energy, communication, and services
