To the Federal Republic of Nigeria,

National strength is determined by the development of its people.

Talent exists naturally.

Development must be structured.

A nation that identifies and develops its talent builds capacity.

A nation that neglects its talent limits its future.

## THE PROBLEM

Where talent is not identified or developed:

- potential remains unused  

- skills remain unrefined  

- national capacity remains limited

This results in:

- reduced innovation  

- underdeveloped industries  

- limited competitiveness

Undeveloped talent produces:
